You made an analogy to militia and the current-day national guard as far as being called up. You have to enroll to be part of the Nation Guard, which wasn't true in 1860. Anyone eligible for militia service living in a particular district was subject to call, no enrollment necessary.

The better analogy would be to jury duty -- citizens need not do anything until notified (and only if notified) to report.
