On that link you can read 365 pages for free and it is well worth reading. The news of this hit the New York papers about the same time as the Fort Moultrie thing and may have over shadowed it. A list of the missing bonds was published and everybody was scrambling to see if they had any of them.
Russell, Majors and Waddell got the bonds and sold them. If Russell, Majors and Waddell sounds familiar, they were the ones that started the Pony Express.
I need to order the book so I can get the rest of the story. It also gives a good description of how the Indian money was invested.
Sniff! I smell greed and corruption.
