Please help identify the William CLOUD who Brig-Gen. E.K. Smith appointed to be an agent for the Choctaw Nation.

Immediately below is a July 11, 1864 letter that Lt. H.A. Whaley wrote to Major W. Quayle that suggests that Mr. Wm. Cloud's papers were not quite up to snuff.

Below that letter is part of General D.H. Cooper March 21, 1864 letter to Scott from the OFFICIAL RECORD, ORIv34/2[S#62]p1073. I have included only the 3rd paragraph from Cooper's very lenghty letter.

I have carefully examined the papers of Mr. Wm. Cloud and find that he has been [the] regularly appointed Agent of the Choctaw Nation for Shipping Cotton to Eagle Pass [Maverick County] and purchasing Supplies for the [Indian] Nations and his papers have been approved by Genl. E. Kirby Smith forbidding all authorities from interference with his transportation.

I will defer a more full reply to Gen. Maxey's letter for a few days, with the hope of hearing from Capt. [W.P.] Adair, who has been gone two weeks in the vicinity of Fort Smith. I will call your attention, however, to one fact. The troops who have operated in the Indian country were organized as an Indian expedition in 1862 from Kansas. It was made of corps picked up near Pike's Peak and in Kansas, outside the regular forces operating against Arkansas and under separate leadership. In the summer of 1862, when [Union Gen. S.R.] Curtis moved from Elkhorn [Benton County, Ar.] down White River and on toward
Helena [Phillips County, Ar.], this force, under Union Colonels [W.] Weer, [F.] Salomon, [W.F.] CLOUD, and [W.A.] Phillips, moved down Grand River to Fort Gibson. I succeeded in driving them back and followed up to Newtonia [Newton County], Mo., that fall.
