Ken,
I have not studied this piece of the war in the IT enough to feel anywhere near comfortable in giving opinions on Phillips raid. I do know that there is substanial correspondence and reports from the Kansas Department that exists from which the few reports were pulled for the OR's. As you know, the department was re-established in Jan. 64 under Curtis. There seems to be a lot of records for the department from this point through the end of the war. Those records for the Kansas Department are listed in the NARA book "Preliminany Inventory of the Records of the US Army Continental Commands, 1821 - 1920. (NARA Record Group 393). The Kansas Dept. records are covered on 6 pages which I would be glad to send you if interested. I sence that to get all the answers to the Phillips raid, you are going to have to take a vacation to DC one of these days.
