You are correct. The NARA website listing for RG 393 is a chapters listing only with an overview of each chapter. To request records at Archives you need the "entry" or "Chapter and Volume" numbers from the Preliminary Inventories books. The book I had recommended is for the Conf. records RG 109 (PI 101). A couple of those books are available at the following link.
