The percentages shake out this way; KY 18th 6.9% DOW out of 115 WIA, IN 12th 14.6% DOW out of 157 WIA, and OH 95th 12.5% DOW out of 88 WIA. Is there possibly another reason that the two Federal units have twice the number of the 18th KY in the DOW column? Did the 18th have more dead overall? Are the KIA and DOW figures taken together more in line with the losses the 12th and 95th suffered?
