I think Tunnard would have mentioned an issue of uniforms by the state. During the first months of the war, it was typical, not unusual, that different companies in the same regiment had different looking uniforms because they initially had to supply their own. As late as early 1862, New Orleans newspapers featured contractor advertisements offering to supply uniforms and military clothing to the newly forming state militia and Confederate volunteer companies.
