Tough question. I don't think anyone kept up with such statistics back then. My guess (and it is really a wild one) is that a majority of citizens in Orleans Parish did not speak French as their first language. The parish was too cosmopolitan by 1860. Of course, when you get over into the Cajun parishes of south Louisiana, a bare majority of people probably spoke French.
