Bartlett did not command the 13th Louisiana Cavalry Battalion. It and other units fell under his direction while he was in charge of all Confederate troops on Bayou Macon. He was one of several Louisiana militia officers who fled New Orleans just before the fall of that city and continued fighting for the Confederate cause. There is a military service record file on him among the General and Staff Officers (National Archives Microcopy #331). It has been a long time since I looked at that microfilm and do not recall how much information it contains. Have you searched for obituaries in the New Orleans newspapers?
