It was dated 23 January 1863 from Adjutant-General Manning outling that officers enrolling militia should ignore exceptions expect when they can prove exception as outlined by the legislature of Louisiana, and that informal or irregular service in the Confederate States cannot except appointees from serving in the militia....it goes on from there to reinforce the structure/organization of militia units.
