There is no Paul Hebert listed in the roster of the 21st Louisiana, either Kennedy's or Patton's, believe he belonged to the 28th:

Paul Hebert, Private, resident of St. Landry Parish, La., Company A, 28th Regiment Louisiana Infantry*, enlisted April 6, 1862 at Opelousas by Allen Thomas for the war, last shown present on the February 28, 1863 muster roll, captured at Vicksburg, July 4, 1863, paroled July 7th, recorded as present among those having reported, post Vicksburg, to Camp for Exchange, n.p., n.d., with Gen. E. K. Smith's CSA army who surrendered at New Orleans. La., May 26, 1865, and subsequently paroled at Washington, La., June 17, 1865

* This regiment, also known as the 29th Regiment Louisiana Infantry, was formed in May, 1862, by the addition of five companies to Thomas' Battalion Louisiana Infantry. It surrendered at Vicksburg, Miss., in July, 1863, and many of the men returned to their homes. The remainder of the regiment was consolidated with the 3rd, 17th, 21st (Patton's), 22nd, 26th, 27th and 31st Regiment Louisiana Infantry . . . February 16, 1864, to form one regiment which was designated the 22nd Regiment (consolidated) Louisiana Infantry . . . February 3, 1864.
