Neither Smith nor Starke were Louisianians. Smith was from New York but married a Georgia woman and fought for the South. He was residing in Florida when the war began. Starke was a Virginian who briefly lived in New Orleans but returned to Virginia when the war began. In Starke's case, I guess, it raises the question of who do we consider to be a Louisianian.
