That appears to have come from Lane’s September 19, 1861 speech to his men. I don’t have the whole text readily at hand; the excerpt I quoted in the book was: “The thieves of this command have had their day. This is the last appeal that I shall make to you. After this I shall visit upon you the severest penalty of the law…You sneaking thieves, what did you think of yourselves when you were invading the premises of that widow in the north part of town, and stealing her night-dress, her skillets, and her chickens? Were you acting the part of soldiers then? Did you think we were at war with widows? Do you think we were at war with chickens and skillets?” This speech was reprinted in the Leavenworth Daily Conservative of October 5, 1861. Previous to this on September 1 Lane had published General Order No. 1 which ordered his men to respect the “rights, persons and property” of loyal citizens, and any property seized was to be turned over to the Quartermaster. Anyone who took the enemy’s property for personal use “is a base robber and shall be punished as such.” That order is here: http://www.kansasmemory.org/item/213272/page/1
