It is my understanding that "Scouts" and "Guides" were employed by, and received their pay from, the Quartermaster. Just like all other occupations providing services to the federal authorities. If it can be determined which QM, in what location and, if you have the specific name under which payment was recorded, you might get help from the kind, helpful, overworked staff at the NARA.
