Confederate surrendered were those within the limits of the Department of Alabama, Mississippi and East Louisiana. Soldiers from other armies who happened to be within the limits of this department were also surrendered. The agreement was made by General Richard Taylor, the department commander.

General Taylor believed that men who simply went home without a parole would be treated as common criminals and bandits by the enemy. Preferring an honorable end to the war, Taylor mainatined disciplne and kept up operations of his army (including Forrest's command) to the very end. He then arranged for an honorable means of issuing paroles, minimizing the presence of Federal troops at surrender sites.

President Johnson pardoned individuals who petitioned him for exemption from the laws passed by Congress punishing certain Confederates.
