Black Migration after the Civil War

The earliest record I have found on my 2nd Great Grandfather is on the 1870MS Lincoln Co. Census. He was born in TN according to this census and his death certificate. I have not found him on the 1866MS State Census as Lincoln Co. is not included. There is a J. List on the 1860MS Census, who I cannot verify as my ancestor.

Since the slaves in MS were freed after The Emancipation Proclamation, would John Lisk have been able to travel between TN and MS or should I assume, since I find him in MS in 1870, that that's where he was during the war? He did not serve in USCT.

Is there a way to determine when, or how, he got from TN about 1836, his birth, to MS in 1870, the census? There are lots of Lisk in White Co., TN, but that doesn't get me anywhere.
