Service files of company officers include receipts for purchases from arsenals as well as cloth to be used for making uniforms. I have seen receipts for revolvers issued to company, staff and field officers of Roddey's Alabama Cavalry at Dalton GA in March 1864. Regulations weren't static so policies in either army could have changed during the war.
