As you mentioned earlier, the man's clothing is far less worn than you would've expected. Could be that he had just been issued cloth for a new jacket. Officers in 1864 were allowed to purchase a certain quanitity of English wool just brought into Wilmington NC. Of course they had to pay someone to stitch their new jackets (and sew on new buttons).

Of course the arms are photographers props for the reasons stated. No use in Confederates shooting other Confederates (or civilians) while on leave.
