This man was an officer, and Johnson's Island on Lake Erie was a special prison set aside for Confederate officers. I need not remind you that Lincoln allowing a Southerner out of prison would be as unusual as FDR ordering a German POW to be released.

If the letter is authentic, a copy and supporting correspondence should exist in his military service file. That's available here --
