Can anyone confirm that Fort Sumter was a South Carolina state owned fort, built with State funds, for its own use?

Information I have states that the U.S.A. owned Fort Moultrie was abandoned by the Union troops under Major Anderson, who then illegally seized Fort Sumter, a state owned fort.
