I don't know that much about that neck of the woods. My wife has family around eastern KY. Just my view, but I imagine until the war, those people living in isolation, were not interfered with by the Federal or State Governments. Then all of a sudden thay were being told go here, do this. Most folks I know from there are pretty, independent, or they used to be. Getting instructions from someone outside the clan, most likely didn't set well with them.
