Interesting point Roy. Wonder if the defense of the border area could have been a combined effort, like an alliance? Feelings would have been still in the scabby point so it's iffy.
The idea of a central government may have begun to be less liked after a time, though the individual states knew they had to be in some alliance for safety sake.
