As another foreigner on the boards, I `ll try to give you an answer.

During the period before and during the War there was the states that one calls "the border states" - Maryland,Kentucky,Missouri. These states was mixed in the views of the question about slavery and also on the question of secession.

If one calls these states as Northern or Southern are also a matter of view.

Several states did during the the period of 1861 and even during the War had two governments - one Confederate and one Union. Both did claim to be the "real" government of the state,but it was as you understand the battles in the states that give each one more or less authority on that matter.

This is also the reason you`ll find up to 13 and even 15 stars in the Confederate Stars and Bars.
