They have the Park Rangers since the forts are part of the National system. They don't really know much except what the brochures say on things. The base uses the University of West Florida Archaeologist for most of the stuff. Not sure if there's a historian per se. It has been difficult to find anyone with any real knowledge of the older places and just where they were. The locals who worked at the Navy Yard are some of the best sources. An older lady in town who is a descendant of those who lived in the Octagon House said she thought the other one was used as a hospital. I do not know for sure.
