Actually, the position of general-in-chief was not a post that was attained through seniority. It was an appointment that supposedly was given to a competent officer who could ably administer the army establishment. I say supposedly, because most of the generals-in-chief seem to me to have been pretty mediocre characters, at least until Grant was appointed in 1864.
