No, I do not believe this follows, for the reasons noted below.

The source cited is given as "Tennessee Thackston - Thaxton Civil War service records - Some notes from Compiled Service Records of Thackston / Thaxton and related men from Tennessee:" Of course, these records were transcribed and compiled by the US War Department ca 1900, not the State of Tennessee.

I checked Benjamin's CSR cards, the muster roll for 31 Mar 1864 roll dated Orange C House, Va., is followed by the very same note I quoted in my post.

It appears that the gent who transcribed these records incorrectly paraphrased that note as: "[prepared in response to state law requiring minute roll of each company]"

An additional note, the CSR file for Benjamin F. Thaxton consists of one reference card only, which refers to the file under the name Benjamin F. Thackston which consists of some 35 cards. Another incorrect translation.
