If one exploded the likelyhood that more were found with powder (residue?) were high. What is interesting here is that White was considered an expert at deactivating Civil War shells, but he used the most dangerous method of doing it, by hand. The U.S. Navy has been deactivating Civil War shells in the Charleston and Norfolk areas for years (EOD Unit 2) and they do it remotely, and from the safety of bunkers, no sense in blowing yourself up. The Navy doesn't always destroy them, just one or two holes are drilled into them and then the powder is flushed.
