I have a feeling it had to do with the "Enrollment Act" of March 1863. I would assume all states, like New York, would need to recount what the rolls to get a better idea what they had already contributed to the army. I've found New Yorks data, dated April 24th 1863, which they used to argue the amounts needed to consript. I can't find the actual documentation on the act but maybe there is a provision for a recount. This is a best guess at this time.
