I am looking for specific instances where individual states petitioned the Federal government prior to the war in regard to the government overstepping its Constitutional powers (other than slavery) but not necessarily having to do with secession.
These documents would be setting the stage for the State Rights issue of the war.
Items such as:
* Virginia Resolution-1798
* Kentucky Resolutions-1799
* Hartford Convention-1815
* Calhoun’s Exposition-1832 (South Carolina’s Nullification.).
