David, Is it your opinion this bounty was a direct and timely response to the Emancipation Proclamation? Do you know if anyone ever collected the bounty?

Perhaps this is why Jeff Davis decided the Confederate government could not afford to arm black men. On the other hand, $20 in Confederate money was not ever worth much. Perhaps the bounty was only symbolic.
