The bureau of military justice divided its prisoners into two groups. The first was treated with extreme severity and the conviction of its members was sought by all possible means. The second received unexpected leniency.

Between these two groups there was a line of demarcation, determined by unknown factors, separating those who were to be condemned at any cost from those about whose fate the War Dept was indifferent.
