I will agree that maybe not too long after 'the fact' and a medal is awarded the reason for it may have been either acceptable due to the emotions of that time or without looking at the rest of the recepients record. There are many who probably deserved it more than most who recieved it but they were overlooked.

I would hope more care and attention is given to those who are awarded it now. There are many who may well be in the 'deserves it' catagory but they will never see one. While it's nice they are getting around to it now, it's so very sad to see some who have either already left the earth (and their family accept it for them) or it is so long after the event most of the people watching the ceremony or reading of it have no real clue why they earned it.
