On this date 150 years ago, in order to fill the need for Federal troops, the War Department decreed that both Kentucky and Tennessee were to be canvassed for volunteers. This despite the fact that Tennessee had joined the Confederacy, having voted to secede at the May 6th State Convention, a vote confirmed by public referendum in June. Kentucky had, at that point in time, voted to remain neutral.
