The image you referenced is very good and quite detailed.
You probably saw this comment --
"Too big and unweildy as a pistol and outshot by the revolvers and too light and short barrelled to be effective as a carbine."
With much better firearms available, cannot imagine that officers wanted them issued to their commands. That may explain why so many of those produced were still in arsenals, as David mentioned. Perhaps their best use was as photographer's props.
