Someone correct me if I am wrong, but VA issued markers are supposed to be returned to the VA, if they are the wrong inscription, broken or for what ever reason they were not used. I have seen markers that were inscribed with the incorrect unit number or even the state, that was reused by inscribing the reverse side with the correct information. We have also found markers on the wrong grave or on a grave of a man that did not serve. All these were supposed to be returned.
