According to the data I have read on these sites, a Civil War monument will not be issued if there is already a grave maker with his name, birthdate, and date of death.

I was disappointed to read this. I have another great grandfather in Georgia, whose grave has had a permanent marker since the time of his death. However, a cousin was able to get a flat Civil War marble stone placed in the cemetery as well. That was some time ago, and perhaps the rules have changed since then.
