Can you explain to me what the Oath of Allegiance that was in John Revier's military records means?

It says:

Oath of Allegiance
to the United States, subscribed and sworn to before Wm. H. Bracken, 1st Lt. and Asst. Pro. Mar. Gen'l, Dept Cumb, at Nashville, Tenn, at the dates set opposite the respective names, 1865.

Place of residence: Murray Co, Tenn.
Complexion: fair; hair: light
Eyes: blue; heifht: 5'11"
Entered service: Conf Sept 15, 1864
Deserted: Apr 15, 1865
Subscribed to oath: Apr 28, 1865
Remarks: Appears in column of names as John Rivere.

Endorsement shows: "Roll of Rebel Deserters at Nashville, Tenn., to whom the Oath of Allegiance was administered."

Was he a deserter? What does it mean?
