E. Etter served with Co. H, 31st/39th Tennessee. This regiment, originally designated the 31st Tenneessee Infantry was raised in East Tennessee.
It was assigned to Col. A. W. Welch's brigade serving in Stevenson's division at Vicksburg.
On June 30, 1863, it was redesignated 39th as another 31st Tennesee did then exist.
Following parole and exchange, the entire brigade was transferred to BGen. John Crawford Vaughn's East Tennessee Infantry brigade in early November 1863.
Following an exhange of letters with Pres. Jefferson Davis, he got the brigade redesignated a Cavalry brigade, December 1863.

In June 1864 they were rushed to the Shenandoah Valley and orignally fought at Piedmont on June 5. The 31st suffered a number of casualities. J. Thereafter, the brigade served with Early in his valley campaign of 1864, returning to East Tennessee the first week of October. Before Cedar Creek.
