Camp of Direction

On page 181 of "Bluegrass Confederate - The Headquarters Diary of Edward O. Guerrant, he records on Nov. 27, 1862:

"Mr. Sam Jones formerly commanded a 'Camp of Direction' at Knosville,Tenn."

This statement followed receipt from the War Dept. of an order giving Maj. Gen. Sam Jones command of "S. W. Va & E'n K'y."

Guerrant was then A.A.G. on the staff of BGen. Humphrey Marshall.

I have never seen this term before and a Goggle search reveals nothing.

Would this be the same as "Camp of Instruction?'
