If I'm not mistaken, a "Camp of Direction" was established as a home for soldiers who could not reach their regualr commands. For instance, during the Kentucky Campaign many soldiers were stranded in Tennessee, out of contact with their regiments somewhere in Kentucky. They were assigned to a "Camp of Direction" until the exact whereabouts of their regiments could be determined.
