My Jacob died at 60 years of age (1900)in Madison County, Ky.

I don't know this, and wish it could be clarified for me - what exactly was the critera for getting a pension?
AGE? or HEALTH? And I am curious as to why anyone got a Confederate pension - especially in a neutral state or Union state... I really don't know... did one have to be 65 or invalid or what? And where did the money come from to pay
the loosing side a pension?
