Richard H Carney

I'm looking for information regarding an ancestor, Richard H Carney of Montgomery Co. He in his early twenties at the start of the war but seems to have avoided service until 1864. And although we know a Richard H Carney joined Baxter's Light Artillery in 1864, it may not be the came person.

Question: Did the CSA conscript men from NorthWest TN after the Union army occupied the area in early 1862. Seems like it would have been difficult. I know Forrest enforced Confederate conscription during his raids but not sure he ever came through Montgomery Co.
