The American army had a reputation for their fetish with paper work. Take a look at the Regulations for the Army of the Confederate States.

And then, these were a mirror of the "Old" Army.

The regs are packed with form, upon form, upon form, pay vouchers, requisitions, etc. All required in duplicate or more.

Confederate Gen. Loring led a contingent of former Union & Confederate officers to serve with the Egyptian Army during the 70's. The Egyptian army officers
were quite put out with the American's love of paper work.

I've never seen the evidence, but I'd swear, their had to be a posse of clerks in any command. Not only for attending to forms, but keeping, maintaining & duplicating correspondence for command letter books.
