Colonel Wm. Coffram, Capren, Capcren ? 3rd Regt

Please help transcribe and interpret this document that was very difficult to read. It was part an 18-page record of Nicholson’s Militia commanded by Colonel W.C. Young. "To raise and organize a company of infantry to serve for 12 months unless sooner discharged, from the Louisana line to the County of Montague on Red River, Texas."

Questions: This may read “Liberty County,” which is key to learning the identity of this Colonel William __, Commander of the 3rd Regiment.

I, Wm. Coffram [? Capren/ Capcren] Col. Commanding 3rd Regiment Texas Cavalry, do certify that I have carefully examined the above muster roll of Capt. Andrew J. Nicholson and I find that I can respond that they were mustered into the state service as Infantry on the 17th day of June this 1861 and served as such till the 29th day of July 1861 and then were to mount as Cavalry. That said company served as Infantry until the 25th day of June when they were moved from the Infantry Service and are entitled to pay as Cavalry to the 2nd day of October ?1861 when the Regiment was mustered into the Service of the Confederate States.
