Have you spoken with Dr Donald Frasier of McMurry State Univ ( Abilene, Tx) about this ? My guess is that if anyone knows about this letter , it is either Dr Frasier or Dr Jerry Thompson ( Dean of History at the college in Laredo, Tx) I can't remember the name of the college/univ there. Like so many colleges/universities in Texas, the name has changed over the years and I just don't know it now.
