This was a Local Defense company rather than a state command. Local Defense companies were organized under Confederate military law and could not be called into service otherwise. Many Local Defense companies reorganized for regular military service after their term expired, but many members were volunteers and not obliged to enlist, having a legal exemption from service. That may be the case here.

It may sound like trival pursuit, but here's the benefit to men who belonged to LD companies. Being enrolled in Confederate military service, they could not be required to enroll or participate in state militia activities, and did so only as volunteers. If a man was busy, sick or simply not inclined to appear, he didn't have to show up at militia functions.
