Based on this obit. it would appear to have been a military installation during WWII. However, I cannot find any other information on it.

Keith Thaves, 90, passed away peacefully at St. Gertrude’s Health Care Center on Saturday, Feb. 2, 2008. . . . Keith served 4-1/2 years in the U.S. Army Air Corps (later became the U.S. Air Force) and was honorably discharged from Fort Randall, Texas in 1946 at the rank of Staff Sergeant.
