2Lt. William Scarbough, Capt. G.G. Higginbotham's Co (B) 1st Regt Cav. Texas State Troops; age41;Enrollment County Anderson; Enrolled at Veslasco,Tx. Jan 27, 1864.
He has 3 cards all show present,

There was also a [rank not shown] W.S. Scarbrough Co. A 1st Regt Cav. Texas State Troops, Home county, Rusk; Enrolled at Veslasco.Tx. Jan 27, 1864; Age 41; He has 2 cards both show present.

From my understanding the Texas State Troops where like the National Guard, called out by the CSA, by a request to the governor who then order them to duty.
In 1861 all men of military age [unsure of ages] where required to sign up with the local milita, each county had several companies and they where assigned to milita birgades.
