Wise County

I live in Georgia, down thru the years it has been told that alot of folks from Ga. moved to Texas after the war. I have heard that the state of Texas offered free land to Confederate veterans from different states. A large number of men returning home to Georgia, came home to find their land was destroyed, the farms destroyed, and their former way of life was destroyed. So they took up the offer and moved to Texas. As a matter of fact I live in Texas, Ga. supposedly as these families left for Texas, this area was a place to stop and rest on the long journey. But my question is #1 what areas of Texas was open to this offer?? #2 would Wise County be a part of this area??
#3 if Wise County was not a part of this offer, what was the closest county that was??? #4 what years were involved?? I am trying to find out if someone in our family came there, especially in the Alvord area. Looking for a possible connection with the name Alvord, my full name is Thomas Alvord Wise. thanks in advance for any information you may have, I have not checked the Wise county census yet because I am not sure what years to look for.
