I don't know of any programs that gave land to confederate veterans. In the time frame of the civl war the western part of Texas say draw a line from just west of Corpus Christi to just west of Ft Worth on to the Red River, was all indian country and was open for homesteading. A lot of people came from Georgia, Alabama, NC and SC plus other southern states after the war and homesteaded or bought land which was very cheap. The only land programs which I am aware of that gave land away was to widows of Texas confederate veterans and it was more of a scam that a benefit to the widows. The land was in the western part of the state and few women could handle it by themselfs. A few crooks from the state house of Rep. & Senate enacted the program and then bought the land up. My Great Grandmother got 1280 acres which she final sold for $50.00.
